This workshop will focus on UST operational compliance as outlined in the California H&SC, Chapter 6.7 and Title 23, California Code of Regulations. Topics that will be discussed include: (1) types of UST design and construction; (2) leak detection methods and equipment maintenance; (3) record keeping; (4) monitoring and response plans; and (5) financial responsibility requirements. In addition, this workshop will discuss new UST requirements such as vacuum, pressure, and hydrostatic methods of monitoring and product-tight containment. This workshop is intended for UST inspectors and owners/operators.
Steve Khan is an Environmental Health Specialist with the County of San Diego, Department of Environmental Health, Hazardous Materials Division. He serves as a UST inspector. This position is responsible for the inspection, regulation and compliance of retail gas station facilities in the northern most part of San Diego. He also conducts inspections based on repairs, upgrades and new installations of UST systems.
Cecilia Lewallen is an Environmental Health Specialist III with the County of San Diego, Department of Environmental Health (DEH), Hazardous Materials Division. She serves as the technical lead for the UST unit and UST plancheck permitting program. She is responsible for all plan check permit review and provides technical assistance for the Hazardous Materials Division. Additionally, she participates in the Southern California UST Technical Advisory Group.
Zoraida Herrera is an Environmental Health Specialist for County of San Diego, Department of Environmental Health, Hazardous Materials Division. She is a field specialist exercising in the UST group which allows her to protect public health, the environment, and groundwater by regulating, educating, and coordinating with regulated businesses, contractors, and other inspectors. She also conducts plan check inspections for the installation, repair, and upgrade of USTs within San Diego County. Her bilingual background allows her division to expand public outreach to areas where compliance is also required.
